At Need Line, our committed team, works tirelessly towards our goal of providing invaluable support and making a positive difference in the lives of those we serve.

The History of Need Line

In 1973, Dr. Julie Lovins, Mrs. Euple Ward, and Rev. David Roos had a dream of creating a new agency in Murray, KY. Shortly after, in the Spring of '74, the Need Line Office opened to help serve the community. Despite two fires and multiple setbacks, Need Line has grown to serve Murray and Calloway County's needs. Today, Need Line receives approximately 5,000 applications for individual and family assistance every quarter. Need Line provides help with emergency assistance, basic needs, and many programs built to assist the community.

Meet Our Directors

Tonia Casey has served as Executive Director of Need Line for 26 years. Throughout her career, she has been dedicated to fostering community impact through strategic program development, effective fundraising, and building strong partnerships. Tonia has a deep passion for social change, with a focus on empowering underserved communities and creating sustainable solutions. Her leadership and commitment to excellence have earned her a reputation as a trusted advocate for both her organization and the individuals it serves.

Fran Spears Smith is a retired teacher with a passion for helping others. Fran holds a Bachelor of Science in Education and Master of Administration and Supervision from The University of Tennessee at Martin. With decades of experience in education, she has dedicated her life to guiding and supporting those around her. Whether mentoring students, volunteering in her community, or offering a kind word, Fran finds joy in making a difference. She continues to inspire others with her enthusiasm about life, work and her compassion for improving the well-being of others.
